1968年生於雲林斗六，後隨父母遷居南投竹山，因家中從事竹工藝事業，自幼即耳濡目染傳統手做工藝，並對繪畫、書法、金石等各種藝術產生濃厚興趣。青年時期報考軍校，並於服役九年後退伍，全心投入藝術創作活動。2001年，文建會推動「鐵道藝術網路計畫」，游文富以羽毛創作的計畫提案，獲選成為第一批進駐「20號倉庫」的新秀藝術家，踏上了專業創作的生涯旅程。15年來，游文富活用羽毛和竹子這兩種鄉土自然素材，創造了包括平面、立體、空間裝置、環境藝術、地景藝術等不同類型而獨具個人風格特色的作品。除了獨立自主的創作之外，歷年應邀於國內外不同場合駐地創作之例，含括了國內的澎湖國際地景藝術節、台北藝術大學花卉藝術節、台北國際花卉博覽會、景美人權園區、美國舊金山賀德蘭藝術中心(Headlands Center for the Arts)、紐約ISCP(International Studio&Curatorial Program)、法國巴黎西堤藝術村(Cite des Arts)、澳洲國王島文化中心(King Island Culture Centre)、澳洲薩拉曼卡藝術中心(Salamaca Arts Centre)等。
